Lower Fees and Local Skills (PIT) Fact Sheet – WA
Eligibility
The eligibility criteria for the Lower Fees and Local Skills is set by the Department of Training and Workforce Development (DTWD). To be eligible for government assistance, prospective participants must meet and provide evidence for the following eligibility criteria:
Western Australian resident*
Australian citizens or permanent residents of Australia**
Not in school
15yrs and over***
have a valid Unique Student Identifier (USI).
Students cannot be:
In prison, or
A resident or resident of Christmas Island or Cocos Island, or
An active apprenticeship/traineeship training contract.
*Students who are not a Western Australia resident may be eligible if they have:
A training contract registered in Western Australia; and
A Western Australian workplace address; and
The training is undertaken in Western Australia, if available.
**Approved Visa subclasses described in the Fees and Charges Policy. Visa types are to be treated as Australian residents:
Holders of a sub-class 309, 444, 785, 790, 820 or 826 visa;
Secondary holders of a temporary visa of sub-class 457; and
Holders of a bridging visa e (subclasses 050 and 051) where the visa holder has made a valid application for a visa of subclass 785 or 790.
*** Students U18yrs must have a DOE Notice of Arrangement.
Persons who do not meet some of the criteria above may still be eligible for Priority Industry Training Program funding.

Student Tuition Fees*
DTWD requires students receiving funding under the Lower Fees and Local Skills program to contribute towards the cost of their course/training. The fee may be paid on the student’s behalf by a third party (but not by Strategix). Where the student is required to pay fees personally they will be given an itemised invoice.

* The Student tuition fees are indicative only and are subject to change given individual circumstances at enrolment. Additional fees may apply such as Student service and resource fees.
Invoices issued to students or third parties will be broken into Units of Study and individual withdrawal dates will be included.
Fees charged are only invoiced for the current calendar year as student fees may increase or decrease as per the Department’s instructions in subsequent years.
Students may withdraw at any point and where applicable refunds may be due for fees paid in advance. See below.
Fee Exemptions
Students not enrolled at school are exempt from course and resource fees if they:
Are under the care of the Chief Executive Officer of the Department of Communities; and
Are a secondary school-aged person; or
Are under 18 years of age.
Concession Rate
Students may access the concession rate for subjects whilst the concession is valid. Where the concession is not valid, the full fees are payable for the relevant subjects. Concession is only available to those subjects commenced while the concession card/evidence is valid. Any subject commenced after expiry will be charged at the non-concession rate.
Students must be at least one (1) of the following to be eligible for the Lower Fees Local Skills concession rate:
Persons born on or after 1 July 2003, who are aged 15 years or older and have left school
Persons and dependents of persons in receipt of services from one of the following Commonwealth support or employment services programs:
Jobactive
Online Employment Services
ParentsNext.
Persons and dependents of persons receiving the Youth Allowance, AUSTUDY or ABSTUDY
Persons and dependents of persons holding:
A pensioner concession card or Health Care Card; or
A Repatriation Health Benefits Card issued by the Department of Veterans' Affairs
Dependents of persons who are inmates of a custodial institution.
For the following Commonwealth programs, Jobactive, Online Employment Services or the ParentsNext program, appropriate evidence of a student’s eligibility for concession is a letter from the Commonwealth services provider confirming the student’s participation in the program.
Financial Hardship Criteria
Students may access a fee waiver if they are experiencing severe financial hardship for courses. Students must provide evidence of thier reasoning in line with the departments criteria for financial hardship.
A fee waiver cannot be given unless ALL of the following criteria are met.

Refund Policy
Students may be eligible for a refund of fees where:
The student withdraws prior to the withdrawal/census date
The student does not commence a subject or a unit of study
Withdraws on compassionate and extenuating circumstances.

Vocational Placement
Vocational Placement (VP) is where a student is placed in a workplace to receive practical training and experience that is required under, and is an assessable part of a student's course, leading to the issuing of a qualification or statement of attainment.

Delivery Location/s
Strategix deliver courses in regional and metro centres with permanent and temporary locations. When you select the enrolment form, it will be specific to the location of delivery.
For example: An enrolment form for Individual Support will contain the start date, the delivery suburb and which delivery days the course will be. You will then receive a Tentative email detailing the specific delivery address for your course. https://strategix.edu.au/courses/class-list/ details all upcoming classes.
Learner Support Services
Strategix Trainers and Support Officers provide students with real time assistance for any learner support needs. Students are required to disclose all needs that may impact their learning and participating prior to commencement of training.
During your induction, Strategix will assess your learner needs and you will be able to identify areas where assistance may be required.
Our staff are always happy to help you whenever possible. If you are facing problems of any kind, please do not hesitate to contact an Administrative Assistant, Course Coordinator or your Trainer. We encourage you to take advantage of the support facilities available before any problems become an issue.
Strategix can provide access to specialist support for students who may have special needs, including assistance for:
