The eligibility criteria for the Higher Level Skills program is set by the Department of Employment, Small Business and Training (DESBT). To be eligible for government assistance, prospective students must meet and provide evidence for the following eligibility criteria:

  • Be an Australian or New Zealand citizen, or Australian permanent resident (including humanitarian entrants), or a temporary resident with the necessary visa and work permits on the pathway to permanent residency*

  • Be a Queensland resident

  • Aged 15 years of age or older

  • Not hold or be enrolled in a certificate IV level or higher qualification (not including qualifications completed at school and foundations skills training)**; and

  • Not be enrolled in another qualification, not including foundation skills training.

*This may include some humanitarian entrants or temporary residents with the necessary visa and work permit on the pathway to permanent residency. Contact Strategix for visa checks.

**There are cases where a student may still be eligible for funding:

  • A certificate IV qualification completed at secondary school and/or a Certificate level I to Advanced Diploma qualification issued prior to 1995 have no impact on eligibility for funding

  • To be eligible for funding under a Skill Set, students must not have completed the subjects that are included in the Skill Set/s, where they have not completed all subjects, they may only access funding for those subjects.

The eligibility criteria for the JobTrainer program are set by the Department of Employment, Small Business and Training (DESBT). To be eligible to enrol in a training place funded under the JobTrainer Fund, prospective students must:

  • Permanently reside in Queensland; and

  • Be an Australian citizen, Australian permanent resident (includes humanitarian entrant), temporary resident with the necessary visa* and work permits on the pathway to permanent residency, or a New Zealand citizen; and

  • Have finished school or no longer be at school (including home schooled); and

  • Not be enrolled in training (includes vocational education and training (VET) and higher education courses); and

  • Not have previously completed a qualification funded under the JobTrainer Fund; and

  • Either be a (i) Job seeker OR (ii) School leaver/Young person as defined below:

    • Job seeker means an individual aged 15 years or older who is:

      • Out of work; or

      • In receipt of income support payments**.

    • School leaver or young person means an individual who is aged 16 to 24 years, regardless of employment status***.

For these qualifications only, students may enrol in this qualification regardless of age or employment status. From 1 October 2021, to be eligible to enrol in a training place in aged care, childcare or disability care qualifications under the JobTrainer program, prospective students must:

  • Be an Australian citizen, Australian permanent resident (includes humanitarian entrant), temporary resident with the necessary visa* and work permits on the pathway to permanent residency, or a New Zealand citizen; and

**Students who are in receipt of income support payments must provide a copy of their income support payment to Strategix. Note: The Payment must include the student’s full name as on the Enrolment Form.

*** Students may only complete one qualification funded under JobTrainer but may undertake multiple short courses. Students cannot be enrolled in more than one short course or qualification at a time.

Students accessing JobTrainer must be enrolled prior to 31 December 2022 and complete prior to 30 June 2023.

Retain evidence to confirm that prospective students do not hold a post-school certificate III qualification (Certificate 3 Guarantee) or higher-level qualification (Certificate 3 Guarantee and Higher Level Skills). And or, retain evidence to ensure prospective students are not already enrolled in a certificate III or higher qualification relevant to the specific program under which training is being fundedanother qualification.

When a student is identified as being currently enrolled with another RTO or University and/or they have completed a Certificate III, IV or higher, an assessment must be performed to determine if the student is eligible or not. There are a number of factors/indicators to assist with the decision or actions which must occur first.
