South Australia Information

Eligibility

You may be eligible for subsidised training if you live or work in South Australia, and are:

  • An Australian or New Zealand citizen

  • A permanent Australian resident OR

  • An eligible visa holder (See Eligible visas).

And are:

  • 16 years or over and not enrolled at school, OR

  • Enrolled in Year 10, 11 or 12 and employed in a Training Contract that combines VET and SACE or school-based curriculum, OR

  • Enrolled in Year 11, 12 or 13 and are 16 or turning 16 years of age in the current year of enrolment, AND undertaking SACE or its equivalent.

Under the subsidised training funding, you may:

  • Access courses on the Subsidised Training List regardless of your prior qualifications*

  • Undertake more than one course or short course

  • Access foundation skills courses and bridging units (if you are assessed as needing it).

*School-enrolled students are entitled to access one Certificate II and one Certificate III course while at school.

Before you start training, you may need help to brush up your basic skills including reading, writing or numeracy. If eligible, you can access free foundation skills courses. Your training provider will let you know about foundation skills courses if you need them.

Training Priority Projects - Fee Free Program Eligibility

You may be eligible for Fee Free training if you meet all of the following criteria:

  • Undertaking a CHC32015 Certificate III in Community Services, and

  • Live or work in South Australia, and are:

    • An Australian or New Zealand citizen

    • A permanent Australian resident OR

    • An eligible visa holder (See Eligible visas).

  • Identify from one or more of the following groups:

    • Young people (17-24 years) and not enrolled in school

    • Unemployed or at risk of unemployment

    • People with disability.

Note: Limited spaces are available for enrolments up until 31 December 2023 or until allocated places are exhausted, whichever comefirst.

You can enrol in a maximum of two subsidised courses at a time.

Courses completed before the 1st October 2015 do not count towards the number of courses for which a participant is entitled to receive subsidised training; but will count towards holding a qualification. If you have completed courses from 1 October 2015 onwards, it may affect your eligibility. For more information, call the Infoline on 1800 673 097.

Training Priority Projects: Fee Free TAFE - Tranche 2 First Nations

You may be eligible for Fee Free training if you meet all of the following criteria:

  • Identify as a First Nations person

  • Must be a new student to the course (does not need to be new to the training provider)

  • Reside or work in South Australia

and

  • Be an Australian or New Zealand citizen; or

  • Be a permanent Australian residents; or

  • Hold a State sponsored visa on a pathway to permanent residency; or

  • Hold a humanitarian temporary visa of a class specified by the Minister from time to time; and

  • An eligible visa holder (See Eligible visas).

  • Be aged 16 years or over, not enrolled in school.

  • Must be enrolled and have training accounts created before 31st December 2024 in any of the qualifications below:

    • CHC40421 - Certificate IV in Youth Work

    • CHC33021 - Certificate lll in Individual Support

    • CHC30121 Certificate lll in Early Childhood Education and Care

    • CHCSS00130 - Individual Support - Disability Skill Set

    • FBP30121 - Certificate lll in Food Processing

    • CHC32015 - Certificate lll in Community Services

Evidence of Change of Name

The following documents must be presented to record a change of name:

  • Full evidence of identity in the current or former name (or an Australian driver's licence or a South Australian proof of age card issued after 9 October 2006).

AND one of the following:

  • Birth certificate with an endorsement from an Australian registrar of births, deaths and marriages (BDM)

  • Marriage certificate issued by an Australian BDM (commemorative certificates issued by a religious leader or celebrant are not acceptable)

  • Change of name certificate issued by an Australian BDM

  • Deed poll certificate (previously issued by Lands Title Registration Office).

Students are required to contribute towards the cost of their training. The co-contribution fees may differ for each course of study. See the table below for pricing. Concessional fees are calculated at $0.50 per nominal hour.

Concessions

The definition of a Concessional Participant below only applies when the Participant or Participant’s family or guardian or employer is responsible for the payment of any Student Contribution Fee. Under this Policy, Concessional Participants are defined as follows:

  1. The Participant holds a Health Care concession card or Pensioner concession card issued under Commonwealth law, or is the partner or a dependant of a person who holds a Health Care concession card or Pensioner concession card, and is named on the card; or

  2. The Participant issues Strategix with an official form under Commonwealth law confirming that the Participant, his or her partner or the person of whom the Participant is a dependant, is entitled to concessions under a Health Care or Pensioner concession card; or

  3. The Participant is an Aboriginal and Torres Strait Islander person. Acceptable evidence is as stated on the AVETMISS VET Enrolment Form

  4. The student has a disability

  5. The student is an adult prisoner

  6. Department of Veterans’ Affairs (DVA) Card.

A participant’s eligibility for concessional status must be identified by Strategix at the time of submission of the participant’s AVETMISS data in order to attract the higher Government subsidy.

South Australians over the age of 16 who are or have been under the Guardianship of the Chief Executive of the Department for Child Protection (or interstate equivalent) on any guardianship order, will be eligible for an exemption of the Participant Course Fee. The usual subsidised training eligibility rules apply. To apply for a fee exemption, complete the Application for Exemption as a person under the Guardianship of the Minister Form.

JobTrainer Information

Eligibility

You may be eligible for subsidised training if you live or work in South Australia, and you are:

  • An Australian or New Zealand citizen

  • A permanent Australian resident, or

  • An eligible visa holder (See Eligible visas).

And are:

  • 16 years or over and not enrolled at school, OR

  • Enrolled in Year 10, 11 or 12 and employed in a Training Contract that combines VET and school-based curriculum including SACE, OR

  • Enrolled in Year 11, 12 or 13 and are 16 years of age or turning 16 years of age in the current year of that enrolment, AND are undertaking SACE or equivalent.

You may be eligible to access low-fee training under JobTrainer if you are:

  • Unemployed and not enrolled in school

  • Aged between 17 and 24 years old and not enrolled in school

  • Hold a Health Care, Pensioner or Veteran Affairs concession card

  • Interested in enrolling in training in aged care, childcare, disability care or digital skills.

Eligible students can access low-fee training through JobTrainer regardless of prior qualifications and training they have completed. Students can undertake more than one course or micro-credential under JobTrainer. Training commenced during this period will not impact on an individual’s base entitlement to access subsidised training.

Students can enrol in a maximum of two subsidised courses at a time.

South Australia Funding Policy

Marketing

Strategix’s marketing requirements for SA are set out in Section 22 of the Standard Terms and Conditions which is contained within the Skills Agreement. The requirements include:

22.1 Strategix must not engage in any misleading or deceitful marketing practices or do anything that may damage the reputation of the Minister or bring the Minister into disrepute.

 

22.2 In all advertising and promotional material (including websites and other media) related to Funded Activities, Strategix must:

(a) include the statement: ‘Participant Eligibility Criteria apply’ or ‘Visit http://www.skills.sa.gov.au for Participant Eligibility Criteria’;

(b) clearly identify any conditions that exist in relation to a Funded Activity;

(c) clearly identify any Participant Fees and details of any other incidental expenses and costs that may be incurred by the Participant; and

(d) clearly identify only the eligibility criteria specified by the Minister.

 

22.3 Strategix will acknowledge the Funding by the Minister in any advertising, publicity or promotional material relating to the Funded Activities by including:

(a) A ‘Supported by Government of South Australia’ statement; or

(b) The ‘An Initiative of Government of South Australia’ logo provided by the Minister’s Representative.

 

22.4 The Minister’s Contract Representative will provide the Recipient with image files (.jpeg, .eps, .png and .pdf) of the logo referred to in clause 22.3(b) which must be used in accordance with the ‘Government of South Australia Branding Guidelines’.

22.5 Strategix will participate in promotional or publicity activity in relation to the Funded Activities funded by the Minister as is reasonably required by the Minister.

I.e. My Skills etc.

22.6 Strategix and the Minister must use their best endeavour to mutually agree on the content of any public announcements or media releases about the Funded Activities.

 

22.7 If due to urgent circumstances or due to the nature and timing of the media request, it is not possible to provide prior notice of an announcement or media release to the other Party, then the Party making the announcement or media release must notify the other Party and provide a summary of the announcement or a copy of the media release as soon as possible after making the announcement or media release.

 

22.8 Nothing in this clause derogates from the operation of the Not-for-Profit Sector Freedom to Advocate Act 2013 (SA).

Skill Sets and Local Skill Sets Policy

 

The Department purchases skill sets through the Subsidised Training List, which represents a great opportunity for RTOs to consider offering short courses. The Local Skill Sets are designed to offer young people, particularly school leavers, introductory training that develops employability skills and enable young people to find out more about an industry before embarking on further education or employment. They provide pathways into employment, as well as further VET training. Please note that if a unit on this list is superseded, use of the replacement unit as part of the Local Skill Set is allowed.

Strategix can offer training in any Skill Set that they have ASQA scope to deliver, i.e. if we have the units on scope we can deliver the Skill Set in South Australia.

These can also be offered as:

  • Entry-level and upskilling

  • Pre-apprenticeship/Pre-work screening project

  • Course Plus option, i.e. offer the Cert III and the skill set together

  • Re-engage previous students

  • Engage school leavers/completers.

Eligibility Criteria:

  • Same eligibility criteria as normal for South Australia subsidised training

  • For evidence of a job seeker - a Job Services number at the time of enrolment will be considered as acceptable evidence. This applies when at the time of enrolment, a participant is registered with a Job Services Provider and this information is recorded as part of their enrolment process.

Fine Details:

  • No limit on how many skill sets an eligible student can access

  • Must complete the UAN suitability and support needs assessments, however, are not required to complete the LLN assessments

  • Learner Support services are still available, where needed

  • All units must be delivered in the Skill Set

  • CT and RPL can be used as usual

  • School-enrolled students cannot access Skill Sets

  • Superseded and replacement units can be delivered for Local Skill Sets

  • Student fees are set as per the Training Fee Framework, i.e. $0.50 per hour, etc.

 

 

Foundation Skills Training (Notes only)

 

Notes:

  • RTOs with the FSK training package on their scope can deliver FSK bridging units by attaching the units required to the student’s training account.

  • Referred students (from other RTOs) can be enrolled in the FSK course when:

    • A full copy of the CSPA Interpretation Report is received

    • FSK qualification training account is setup prior to the other RTO creating a training account

    • Only 5 units can be provided

    • Training accounts are closed once the units are completed.

  • Only 5 FSK units are to be delivered:

    • Students whose CSPA Interpretation Report identifies they require more than five bridging units are not entitled to access the vocational qualification until their foundation skill levels have increased and must be referred to a foundation skills qualification (i.e. whole course)

  • To deliver FSK units as part of the vocational qualification, a trainer must:

    • Have a vocational qualification in their field of expertise at least to the level being delivered, i.e. Cert III Individual Support etc.

    • TAE40110 or equivalent

    • The TAESS00009 Address Foundation Skills in Vocational practice skill set and access to an LLN trainer or assessor OR are enrolled in the skillset.

  • To deliver FSK units separate from a vocational qualification:

    • Must be delivered by an LLN trainer and assessor:

      • An LLN qualification at the Cert IV or higher level

      • TAE40110 or equivalent

      • 2 years experience in teaching and assessing LLN in the VET sector.

  • Delivered fee-free for students

  • Students undertaking FSK qualification can only be enrolled in one course at a time - this differs from the normal eligibility requirements.
